People have got Rights; States haven't.
It's important to remember that "states' rights" is always and everywhere a meaningless concept. It's nothing but an empty rhetorical device, intended to stand in for some other belief or policy prescription. This holds whether the speaker is Ronald Reagan or David Duke, or any of the other myriad demagogues who have mounted feeble defenses of various social cancers.
