It's a reference to the GOP's constant references to 'job creators,' usually in the context of something about 'small businesses,' like Goldman Sachs. The reference is a bit esoteric, which is my style, for better or for worse. The idea is that nothing 'creates jobs' better than +Δ(Aggregate Demand), especially in a downturn.
I believe a joke is intended here. I do not quite get it.
